Mr Goodluck Ofobruku, Chairman, Nigeria Labour Congress (NLC), Delta Council, has lauded Gov. Sheriff Oborevwori for signing the state’s 13th Month Salary Bill I to Law.
Ofobruku gave the commendation in Asaba after the governor assented to the bills, thereby giving it a legal backing for eligible state workers to receive a 13th month salary.
He described the development as a historic milestone in the relationship between government and organised labour, adding that it is a remarkable achievement in the advancement of workers’ welfare in Delta.
According to the NLC chairman, the institutionalisation of the 13th month salary, widely reported as the first statutory arrangement of its kind in Nigeria, has placed Delta at the forefront of progressive workers’ welfare policies in the country.
“We are particularly delighted that His Excellency has gone beyond making a promise or granting a one-off financial benefit to workers.
“By signing this bill into law, the governor has demonstrated his determination to make the 13th month salary a permanent feature of workers’ entitlements in Delta.
“This is not merely an additional salary. It is a recognition of the sacrifices, dedication and invaluable contributions of workers to the growth and development of our dear state.
“It is also a demonstration that when government genuinely appreciates its workforce, it translates that appreciation into meaningful and sustainable policies.”
Ofobruku said that the governor’s commitment to workers’ welfare has continued to find expression in several people-oriented policies since his assumption of office in May 2023.
“At a time when workers and their families are grappling with the increasing cost of living and other economic challenges, the 13th month salary will provide much-needed financial relief, particularly during the festive season when family responsibilities are usually higher.
“What makes this gesture even more remarkable is the foresight of His Excellency in giving it legal backing.
“Governments come and go but a properly institutionalised welfare policy has the potential to outlive the administration that introduced it. This is one legacy that workers in Delta will remember for many years to come.”
The NLC chairman also appreciated the leadership and members of the State House of Assembly for their timely consideration and passage of the Bill.
He described their action as a demonstration of responsiveness to the welfare of the working class.
Ofobruku conveyed the sincere gratitude of workers to the governor for his continued efforts toward improving their living and working conditions.
He said that workers would continue to discharge their responsibilities with diligence, professionalism and dedication toward the successful implementation of government policies and the overall development of Delta.
“We sincerely thank His Excellency, Rt. Hon. Sheriff Oborevwori, for once again, demonstrating that the welfare of workers occupies an important place in his administration’s development agenda.
“Our appreciation goes beyond words. We recognise this historic gesture, we value it.
“We remain committed to sustaining the cordial relationship between organised labour and the state government in the collective interest of our workers and the good people of Delta.
“Your Excellency, on behalf of Delta state workers, we say a very big thank you. Your commitment to bettering the lot of the working class is deeply appreciated,” he added.
