U.S. President Donald Trump has promised a proposed $5,000 payment to American adults if Republicans succeed in retaining control of both the House of Representatives and the Senate in the November midterm elections.
Trump made the announcement during a Republican gathering in Dallas, Texas, on Wednesday, September 9.
Trump described the proposed payment as a “dividend”, saying it would be connected to revenue generated through his administration’s tariff policies.
He also indicated that the money would be expected to circulate within the United States rather than being spent abroad.
However, the proposed payment is not yet guaranteed or approved.
Any programme of this size would require congressional and legal approval, meaning a Republican victory in the midterms would not automatically result in Americans receiving the money.
The proposal could also cost the federal government more than $1 trillion if broadly applied.
Vice President JD Vance has suggested that wealthy Americans may not qualify, while questions remain over whether tariff revenue would be enough to finance the payments.
For now, Trump’s announcement remains a campaign promise rather than an approved government benefit.
If Republicans win both chambers of Congress, the proposal could face further debate over eligibility, funding and how the payments would be distributed.
