Former Managing Director of the Niger Delta Development Commission, Joi Nunieh, has said that many of the contacts awarded by it remained unexecuted because many of the contractors who got them were not qualified or ready for the jobs.
According to her, some of them got registered only after they had got contracts.
Also, some contracts were awarded before the work to be done was designed.
Also, she said some of the staff stole some files.
She then alleged that the minister, Godswill Akpabio said she should take an oath.
