The Independent National Electoral Commission (INEC) on Wednesday called for a review of gender policy and total inclusion of women in planning and implementation of electoral processes.
Mrs Blessing Obidegwu, Deputy Director, Gender Division, INEC, made this known at a Seminar on the “Review of INEC Gender Policy by External Stakeholders,’’ held in Lagos.
She said that in many countries all over the world, women continued to be marginalised and underrepresented in the political and electoral processes.
Obidegwu noted that clearly major steps needed to be taken before true gender equality was achieved.
“It is, therefore, important that Election Management Bodies (EMBs) intentionally and proactively take gender into account in the analysis and implementation of all electoral processes.
“As we all know, Nigeria is signatory to several regional, international protocols and conventions on the protection of the rights of women, including guarantees of equality of access, particularly in the area of politics.
“In spite of Nigeria being a signatory to all these instruments, Nigerian women still remain largely marginalised in all spheres of activities including governance, ‘’ she said.
Obidegwu said that one of the objectives of INEC Gender Policy was to ensure that the commission’s policies, plans and operations were gender-responsive.
She said the gender policy was also to encourage gender equity and balance within political parties, especially in the identification of candidates in line with the provision of their statutes.
Also speaking, the Resident Electoral Commissioner of INEC, Lagos State, Mr Sam Olumekun, said the need to address gender issues in the context of democratic governance and pursuit of gender equality had been on the front burner of the commission.
Olumekun said that the establishment of Gender division at INEC national headquarters and Gender desks in all states showed that the commission was striving to ensure the visibility of women in electoral process.
“It is common knowledge that inclusion of every eligible citizen, irrespective of gender in the electoral process is an important way forward to deepen Nigerian’s democratic experience,” he said.
The National Commissioner of INEC, Dr Adekunle Ogunmola, also stressed the need for equal participation of women and men in all aspects of public life, being a key principle of democracy.
He added that the place of gender equality in democracy could not be over emphasised.
“The commission developed its gender Policy division to foster gender balance in the commission and also to stimulate stakeholders in the electoral process to do same.
“Reviewing the policy will develop the collective capacity of INEC to examine its activities from gender perspective and identify its strengths and weaknesses in promoting gender equality issues, ‘’ Ogunmola said. (NAN)

Owerri, Jan. 22, 2020 (NAN) The Nigeria Correctional Service, formerly the Nigerian Prisons, has sent a Save our Soul (SOS) message to the judiciary on the numerous cases of awaiting trial that posed serious challenges to the service.
The Controller of the Service in Imo State, Mr Chris Okoye, made the call when the executive members of Nigeria Union of Journalists (NUJ), Imo Council, paid him a courtesy visit in his office on Wednesday.
He said that there were many awaiting trial inmates in the Owerri command whose cases were minor and needed to be cleared in the law courts.
He urged the judiciary and well meaning Nigerians to help out to discongest the centre.
Okoye thanked the NUJ members for the visit, saying that no society could do without the media as custodians of information.
He said that synergy between the media and the service could not be over emphasied, adding that the society had a very wrong impression about prisons that needed to be corrected by the media.
“The general perception about the prison is negative and in bad faith, it is nothing to write home about, but the service knows what it is doing.
“Through the media, the society will have a better understanding of what the new name stands for and the impact it has brought to the inmates.
“There is a great difference between the Nigerian Prisons Service and the Nigeria Correctional Service which involves custodian and non-custodian activities,” he said.
The News Agency of Nigeria (NAN) reports that the controller said many positive developments had evolved in the service with the new name.
“The correcrtional centre has evolved a lot of changes with many correctional services put in place, while other activities have been upgraded.
“We have improved the educational services where the inmates now obtain certificates to the level of doctorate degrees.
“The counselling services are now well established with a team of pschologists and counsellors to better improve the psyche of the inmates and properly place them where they belonged.
“We have also improved the medical and welfare services as well as sporting activities to engage the inmates, while staff trianing and retraining through attendance of various courses are ongoing.
“There are also vocational centres for skills acquisition for the inmates, while these innovations from the new name have helped to check jail brakes and protests,” he said.
The State Social Welfare Officer of NCS, Mrs Chinyere Ogujiofor, requested that amnesty and jail delivery services be extended to Imo inmates whenever necessary as done in other states.
She said that it was long the Imo inmates enjoyed amnesty from the government, adding that such acts also helped to discongest the prisons.
Earlier, Mr Chris Akaraonye, Chairman, Nigeria Union of Journalists, Imo Council, who led his executive members commended the controller of the correctional centre for the numerious achievements since he assumed office.
He said the NUJ was at the centre to introduce the executive and to renew partnership with the service as well as know how the new name had positively affected the centre.
He requested the service to keep journalists abreast of its activities.
Akaraonye described the NUJ as a bridge between the government and the masses. (NAN)

Port Harcourt, Jan. 22, 2020 (NAN) Commonwealth Champion Blessing Oborududu (68kg) has moved up to a career-high number three in the latest world rankings released by the United World Wrestling.
This is contained in a statement issued in Port Harcourt on Wednesday by Emeka Dennar, Media Officer of Nigeria Wrestling Federation (NWF).
The statement said Oborududu climbed up the ranking following her impressive outing at the recently concluded Matteo Pellicone Ranking Series tournament in Rome, Italy, where she won a bronze medal.
It said thatO bourududu (30pts) jumped four places from 7th in the previous ranking to her best-ever 3rd position, behind top ranked American and world champion Tamyra Mensah (74pts) and second-placed Anna Fransson (40pts) of Sweden.
“Similarly, Odunayo Adekuoroye (57kg) reclaimed her second position in the global ranking, after winning gold at the tournament in Rome.
“She had 43pts in second place behind Japanese world number one, Risako Kawai with 60pts; but world bronze medalist was rated number three prior to the tournament.
“In third place is former world champion Ningning Rong of China, who has 40pts,” the statement said.
According to the statement, President of Nigeria Wrestling Federation (NWF), Daniel Igali who served as their coach in Rome, said participating at the ranking series tournament in Italy has yielded the expected results.
“The main aim of going to the Matteo Pellicone Ranking Series tournament was to improve our rankings at the world and have our athletes highly seeded at the top 4 in the Olympics.
“Last year Adekuoroye was number two but slightly dropped three, now she is back to two, while Oborududu was number four, dropped to number 7, now she’s back to number three.
“Third position is Oborududu’s best ranking so far; so, everything has gone according to plan,” the statement added.
It disclosed that the African Championships, a ranking tournament that carried about 18 points for gold was slated for February 2020.
“So, if Adekuoroye and Oborududu both win there, they can’t do worse than number two in the rankings, it could even get higher.
“Their current ranking, if maintained, is expected to fetch the wrestlers favourable draws at the 2020 Olympics in Tokyo, Japan, later this year,” it added.
It said though, former world number one, Adekuoroye was the only Nigerian wrestler that had qualified for the 2020 Olympics following her bronze-winning performance at the 2019 World Championships in Nur Sultan, Kazakhstan.
“Oborududu and other wrestlers are expected to also qualify for Tokyo, with the Africa/Oceania Olympic qualifiers set for El Jadida, Morocco, in March,” the statement said.(NAN)

Lagos, Jan. 22, 2020 (NAN) National Leader of All Progressives Congress (APC), Sen. Bola Tinubu, on Wednesday called for dialogue between governors of South West states and the Attorney-General and Minister of Justice over the zone’s security initiative, code-named “Amotekun”.
In a statement titled “Public Discourse on Amotekun” in Lagos, Tinubu said he did not believe the Western Nigeria Security Network was intended put the country at risk.
He said that dialogue between the two parties would address the grey areas.
The APC leader, who was reacting for the first time since the issue became a national debate, however, said what could undo the country was the negative commentaries and “the dangerous rhetoric of those who should know better.”
He added: “Those claiming that this limited, inoffensive addition to security threatens the Republic have taken themselves upon a madcap excursion.
“Those claiming the Federal Government seeks to terribly suppress the South West have also lost their compass.
“Those who occupy these two extremes have sunken into the dark recesses of fear and political paranoia that can undo a country if such sentiments are allowed to gestate.
“This issue(Amotekun) has dominated recent discourse and media headlines. Distilled to its basics, it concerns how best state governments can assist with the safety and security of their residents.
“This is a matter of serious concern entitled to sober thought. However, it has been turned to a political tug of war, fierce and often unthinking rhetoric, for and against, has crossed the lips of too many Nigerians.
“More subjective than objective thinking has been the fuel of this outburst. Question those in favour of Amotekun, most have but the vaguest notion about. it.
“They know few details yet vigorously attribute to its opponents the most negative intentions.
“Ask those who oppose Amotekun, they are equally ignorant of its provisions; They oppose the initiative not on its merits but merely because it was proposed by their political opponents or because they don’t see an avenue for personal gain from it
“While colourful, the rhetoric has been disconcerting . How people have mishandled this matter demonstrates that we still have far to go in perfecting democracy.”
Tinubu said he did not see malign intent in the differences of opinion between South West governors as authors of Amotekun and the Attorney-General as the primary law enforcement officer of the country.
The APC chieftain added that the differing positions reflected what the governors thought they should do to protect the people and what the Attorney-General believed he could do to protect the Constitution.
He said the issue of Amotekun was a step in the evolution of the country’s federalism.
“This is an opportunity to more clearly define that federalism; but one cannot attain this better, more functional definition through overblown, emotional language. Objectivity and calmness are required.
“To a significant degree, the enduring quality of our republic will be established by the sagacity with which we handled disagreements regarding the division of power between federal and state governments.
“Such disagreements are inevitable. This is not the first nor will it be the last . We must devote our energies towards solving problems rather than ampiflying them,” he said.
Tinubu said some elements had wanted his hurried, swift reaction on the issue for adversarial intent.
The APC chieftain added that such elements wanted him to ” misspeak or misstep in a manner they could twist to their political advantage.”
Tinubu said that he took his time to react on the issue in order not to make hasty, ill-conceived utterances that could be used by some people to cause problems.
“I believe in this nation and its benign prospects. I dearly love its people, all of them. Over the years of our existence, they have suffered much.
“Yet they still hold forth with heroic patience and an extraordinary optimism borne of strong faith.
“To these people, I owe my best. I shall not treat them cheaply or bandy their emotions like some errant football. The welfare of this good and decent people is my overriding concern,” he said.
Tinubu commended South West governors for their bold attempt at addressing the security challenges in their respective states with “Amotekun”.
He said when he was governor of Lagos State, he created the Neighborhood Watch, not to replace the police, but to complement their efforts in addressing security challenges.
He said judging from the public statements of South West governors, Amotekun was meant to be structured along the line of his Neighbourhood Watch to assist the police in tackling security challenges strictly through information sharing.
The APC chieftain said as much as he strongly believed in community policing, he did not think Amotekun should have a regional outlook or be implemented in a way that could result in problems.
“My position on Amotekun is not blind or uncritical; there are several organisational and functional aspects of the proposal that could cause problems if left unresolved.
“First, the stated mission is information gathering by civilians. Such tasks are always and everywhere best done in low-key fashion. Some aspects of Amotekun seem to undermine rather than enhance this function.
“Second, equipping Amotekun with shadowy paraphernalia may cause the public to misconstrue the role of Amotekun, incorrectly believing its mandate is more expansive than it is. This possible disconnect could impede the good aims of the programme.
“We should also consider that the Buhari administration has approved implementation of a policy of community policing wherein additional recruits from all 774 local government areas will be added to the force to help protect their communities.
“As the Federal Government emphases grassroots policing, it is uncertain how well Amotekun can complement the police force as the force moves toward decentralisation when Amotekun is organisationally leaning the opposite way.
“We have been fighting for local and decentralised policing for a long time because we know that too much centralisation impedes performance.
“In regard to actual performance of its appointed tasks, Amotekun should have focussed on grassroots local organisation at the state level without a regional command hierarchy.
“The regional approach may undermine efficiency. There is no compelling logic why the same personnel providing security and informational assistance in Ado-Ekiti should be under the same functional and operational leadership as those providing assistance in Lekki or Akure.This will not lead to optimal leadership.
“The regional approach has only limited benefit with regard to the procurement and maintenance of vehicles and communications equipment because this vendor approach allows for economy of scale.
“The regional approach also helps tackle the growing incidences of interstate criminal activity.
“Some things need to be corrected before Amotekun becomes operational. If not, it will not live to expectations.
“This, the current formulation of Amotekun is in need of repair before it takes to the road only to quickly slip into a ditch,” he said.
Tinubu said the governors should have carried Malami along in the process of conceiving Amotekun, saying that would have helped prevent the open disagreements between the two patties.
He also criticised Malami for saying Amotekun was proposed to be a defence agency, adding that the idea was far from the description.
The APC chieftain said Malami should also have met the governors to iron certain issues out on Amotekun rather than coming public with hasty statements.
Tinubu urged Nigerians to shun those who employed heated language to inflame emotions on the issue. (NAN)

Lagos, Jan. 22, 2020 (NAN) The Lagos Chamber of Commerce and Industry (LCCI) says the nation’s economy is still vulnerable to external shocks due to fluctuations in global oil prices.
Mrs Toki Mobogunje, President LCCI, said this at a press conference on “State of the Nigerian Economy” on Wednesday in Lagos.
She said that the mono-product nature of the economy would continue to expose the nation to volatility in the global oil market with its attendant consequences on the economy.
Mabogunje called on the Federal Government to intensify diversification efforts and embrace structural reforms to attract private investment and stimulate economic growth.
According to her, businesses still struggle to survive owing to multiplicity of levies, infrastructure challenges, sluggish growth, excessive regulation, high cost of credit and unfavourable government policies.
She said the challenges confronting growth of businesses had remained in spite of the country’s upward movement by 15 places in the ease of doing business ranking.
The LCCI president advised government to vigorously implement friendly policies to support expansion of businesses.
Speaking on inflation, Mabogunje advised the government to stem rising consumer prices through increased investment in infrastructure, especially power and transportation.
This, she said, would help bridge the supply gaps and reduce transportation costs.
“The rate at 11.98 per cent in December makes that the fourth consecutive month of rising inflation.
“Rising inflation has a profound welfare effect on citizens as it weakens purchasing power, as heightened food inflation naturally escalates poverty conditions.
“Policy makers need to worry about the increasingly intense inflationary conditions, especially the food component of inflation,” she said.
Addressing foreign exchange and external reserves, Mabogunje said that the approach of supporting the reserves with foreign portfolio investment was unsustainable.
She said there would be problems if portfolio investors developed apathy for Nigerian assets.
The LCCI president also noted that the current security situation in the country had devastating implications for business activities, economic growth, food production and investment.
She urged government to ensure a concrete and sustainable means of reducing youth employment by stimulating investment across all sectors of the economy.
On the 2020 budget, Mabogunje urged government and its agencies to release performance reports to stakeholders and general public on periodic basis.
Speaking on the adoption of Eco as a common currency within the ECOWAS sub region , she noted that the change had no significant implication on the Nigerian economy.
She, however, explained that the manner of adoption of the currency by the francophone countries raised concern around the mutual confidence levels between the anglophone and francophone countries in the region.
“Currency issues are not the biggest issues in the integration process in ECOWAS, as the bigger issues are around non tariff barriers to trade.
“The challenges of weak compliance with the ECOWAS protocols, especially around the ECOWAS Trade liberalisation scheme and connectivity between countries in the sub region are major problems.
“It is important to get priorities right as far as economic integration issues are concerned,” she said.
Mabogunje lauded the 65 per cent loan to deposit ratio, saying it was a timely policy intervention to normalise credit markets, spur economic growth and broaden the interface between entrepreneurs and the banking system.
She implored the Central Bank of Nigeria and fiscal authorities to strengthen collateral registry to enhance the profiling of borrowers.
The LCCI president said this would help to address the downside risk with respect to loan asset quality arising from the new lending policy in the banking system . (NAN)

4 women bag 6 months jail term each for engaging minors to beg in Enugu

Enugu, Jan. 22, 2020 (NAN) A Federal High Court in Enugu on Wednesday sentenced four women to six months imprisonment each for engaging minors to beg for alms for them.
Justice R.O Oghoghorie, sentenced Chinasa Ugwu, 28; Mary Effiong, 19; Grace Bright, 25 and Happiness Asuquo, 20.
They had earlier pleaded guilty to the charges.
The National Agency for the Prohibition of Trafficking in Persons (NAPTIP), charged Ugwu, Effiong, Bright and Asuquo with trafficking and child abuse.
Justice Oghoghories, however gave the women an option to pay a fine of N10, 000 each.
NAPTIP accused the women of employing the services of three minors to beg for alms begging and hired out and also hired out the babies for the same purpose.
The agency said that the offence contravened the provisions of Section 23(1) of the Trafficking in Persons (TIP) Act 2015.
The prosecution counsel, Mr Nnamdi Ezemagu, applied for the review of the facts of the case.
Speaking after the judgment, Mrs Comfort Agboko, Enugu Zonal Commander, NAPTIP, expressed satisfaction with the conviction.
Agboko said that the matter was transferred to NAPTIP by the Enugu Command of Nigeria Security and Civil Defense Corps (NSCDC).
She said that the NSCDC in July 2019 arrested Ugwu who was in possession of three infants on suspicion of child trafficking and abuse. (NAN)

Nairobi, Jan. 22, 2020 (Xinhua/NAN) The World Bank, on Wednesday urged African countries to embrace global value chains to boost their national incomes.
The Vice President of development economics and chief economist with World Bank Group, Pinelopi Goldberg said tha Africa had largely not benefited from international trade because of its concentrated on exports of agriculture and other commodities.
“When African firms engage more in exporting and importing, they tend to create jobs and this translates into poverty reduction.
“It will go a long way in improving global value chains in Africa’s development.
“In principle, global value chains make it easier to engage in import or export activities because the manufacturing of parts does not require the full range of capabilities of producing a finished product,” Goldberg said.
She added that Africa’s greater participation in global trade will also lead to technology transfer, especially through imports.
According to her, the challenge Africa will face in integrating into global markets is the rising protectionism in some advanced economies. (Xinhua/NAN)

FRSC tasks 192 newly promoted officers on commitment

Ibadan, Jan. 22, 2020 (NAN) The Federal Road Safety Corps (FRSC) Oyo State Command, on Wednesday advised its newly promoted 192 officers to be more committed to their duties.
The state sector commander, Mrs Uche Chukwurah, gave the advice while decorating the officers and regular marshals in Ibadan.
According to her, promotion comes from God.
She advised those that had just been elevated not regard themselves as more intelligent or perfect than the others.
“To whom much is given, much is expected; and this promotion means more responsibilities from you.
“You should be ready to put in your best in line with your new ranks.
“It is a means of recognition by the management who deemed it fit to promote you to the next rank.
“You should know that it is time for more hard work, and be more dedicated to your duties,” Chukwurah said.
Chukwurah said that the elevated personnel comprised 75 officers and 117 marshals.
The sector commander, however, advised those who were not promoted not to be disappointed, saying that theirs would surely come at the appropriate time.
Chukwurah commended the co-operation that had existed between the FRSC and motorists in the state regarding obedience to traffic rules and regulations.
She, specifically, commended them for their co-operation with the FRSC officials during the just concluded Yuletide.
She advised them against speeding and the use of expired tyres while driving for them to stay alive.
An Assistant Corps Commander, Mr Kolawole Akinsinde, who responded on behalf of the officers promoted, pledged their commitment in the discharge of their duties.
Akinsinde, Head of the Driving Licence Unit of the corps in the state, said the agency had made tremendous achievements by curbing the issuance of fake driving licences to unsuspecting drivers.(NAN)

Senator drills 354 tube wells to promote dry season farming

Maiadu’a (Katsina state), Jan. 22, 2020 (NAN) Sen. Ahmed Babba-Kaita, representing Katsina North senatorial district, has commenced the drilling of no fewer than 354 tube wells across 11 local government areas in his constituency to promote dry season farming.
Malam Lawal Shinku-Adamu, the Senior Legislative Aide to the law maker, made this known in Maiadu’a on Tuesday during the launching of the programme.
He said that the projects were facilitated by the senator from the Sokoto Rima Basin Development Authority as part of his efforts to promote food security and generate employment for his constituents.
“This is part of the second phase of our tube well drilling programme,’’ he said.
Shinku-Adamu added that the projects would further support and encourage the Federal Government’s policy on economic diversification to agriculture.
He said that Sandamu Local Government was allocated the highest number of wells, that is, 42, while Daura got 40, Kankiya, 38; Maiadu’a, 37; Mani, 36 and Dutsi, 33.
Others were Mashi, Zango and Bindawa with 31 wells each, while Ingawa got 30 and Baure local government, five.
He said that the wells, which were provided free of charge to farmers, would be drilled on the farmlands of each beneficiary to support dry season farming.
“All the beneficiaries were provided with water pumping machines to compliment their efforts,’’ he said.
In his remarks, Alhaji Usman Ado, the APC Zonal Vice Chairman in the area, commended the senator for the initiative and called on the beneficiaries to make judicious use of the wells to achieve self- sustainability.
He said that promotion of agriculture was one of the key agenda of the President Muhammadu Buhari-led administration, hence the need to encourage its practice, especially among interested individuals and groups for a prosperous nation.
Ado called on other politicians in the area, especially those holding elective and appointive positions, to emulate the senator by attracting beneficial projects to their respective constituencies.
The News Agency of Nigeria (NAN) reports that Babba-Kaita had, in 2019, drilled no fewer than 300 tube wells and provided 250 bags of fertiliser to the farmers in his senatorial district. (NAN)

Davos (Switzerland), Jan. 22, 2020 (dpa/NAN) European Commission President Ursula Leyen, on Wednesday, warned major trading partners that a carbon tax on imports if its planned transition to carbon neutrality puts its products at a disadvantage in the global market.
“There is no point in only reducing greenhouse gas emissions at home if we increase the import of carbon dioxide (CO2) from abroad.
“It is a matter of fairness towards our business and our workers.
“We will protect them from unfair competition raising the prospect of a carbon border tax which could be levied on high-emissions goods imported from outside the EU, “Leyen said.
The EU recently pledged to sink the bloc’s carbon emissions to net-zero by 2050. Its executive branch unveiled a plan recently to mobilize one trillion euros (1.1 trillion dollars) to support the transition.
Leyen, however, suggested that the EU would not accept losing out in the international market to states which drag their feet on climate action.
She commended California and China emissions trading system for taking the first steps toward a CO2 pricing system, a mechanism that aims to channel investments toward lower emissions options.
“If such steps turn into a global trend, we will have a global level playing field, where no carbon border tax is needed anymore,” she said.
