The FIFA Disciplinary Committee has sanctioned Chelsea FC and the English Football Association for the transfer of a player under the age of 18, considered as a minor.
The disciplinary committee banned the club from registering new players at both national and international levels for the next two complete and consecutive transfer windows.
The club was also fined £400,000 while the FA is slammed with £391,000.
FIFA is said to have been investigating the club for over a year.
